Launching of the North African Sub Regional Organization (NASRO)


The launcing meeting of the NASRO took place in Cairo, Egypt on 19 April 2009. Representatives from FARA, others SROs, and North Africa NARS attended the meeting

The resolutions from this meeting were reported by Dr. Hadid who was nominated to chair that meeting, and were accepted unanimously and are summarized below:

Following keen competition between Egypt and Libya, both of whom had provided compelling reasons why they should be given the opportunity to host the NASRO Secretariat, Libya was given the opportunity.

RESOLUTION 1:

a)    The NASRO Secretariat shall be located in Tripoli, Libya;
b)    The Libyan representative in NASRO shall arrange for an official written correspondence to be delivered to the Chairman of NASRO immediately upon his return to Libya. The correspondence should be copied to FARA;
c)    The correspondence mentioned above shall contain the following:

  • Acceptance by Libya to host the NASRO Secretariat in Tripoli;
  • Acceptance of the agreed hosting conditions: to offer diplomatic status to the Executive Secretary and all international employees, tax exemptions for expenditures, guaranteed entry visas for person entering Libya on NASRO and FARA related activities and facilitate meetings at the Secretariat, provide funding for the Secretariat’s core activities

d)    All logistics for the establishment of the Secretariat are to be finalized by Libya within one month of 19/04/09.

RESOLUTION 2

a)    The first chairperson of NASRO was appointed from Egypt and, shall be Prof. Hadid;
b)    The term of office of the chairperson shall be two years and shall thereafter be rotated among member countries;
c)    After each chairperson’s two-year term, he/she shall be succeeded by the

Vice-chairperson;
d)    Upon the draw of a ballot future Vice-chairpersons of NASRO shall in chronological order be appointed from the following countries: Libya, Algeria, Sudan, Mauritania, Morocco, Egypt, Tunisia;
e)    The first vice-chairperson of NASRO was appointed from Tunisia and shall be Dr. Habib Amamou;

RESOLUTION 3

a)    The interim Executive Secretary of NASRO shall be nominated from Sudan and shall be Dr. Hamada;
b)    The term of office of the interim Executive Secretary shall be 1yr;
c)    He was charged with the responsibility of overseeing the activities of the Secretariat as shall be agreed with the Chairperson. These will include but shall not be limited to starting the operation of the Secretariat, recruiting the first set of     support staff, finalizing the constitution as well as the governance and operational manuals.
