FARA
is the apex organization for agricultural research for development in
Africa. Its primary functions are advocacy and constituency building,
advancing information and knowledge sharing and promoting partnerships
for African agricultural research for development. FARA’s major
stakeholders are the Sub-Regional Organizations (SROs), the national
agricultural research systems, the international agricultural research
centres, non-African advanced research institutes, investors and policy
makers. The FARA Secretariat is the Lead Institution for Pillar IV of
NEPAD’s Comprehensive Africa Agriculture Development Programme (CAADP)
which encompasses agricultural research and technology dissemination
and adoption.
FARA’s regionwide projects include Sub-Saharan Africa
Challenge Programme (SSA CP), Strengthening Capacity for Agricultural
Research and Development in Africa (SCARDA) and the Regional

DIRECTOR, CAPACITY STRENGTHENING NETWORKING (NSF 4)
FARA is seeking to employ a Director for its Capacity Strengthening Networking Support Function 4. The Director will be responsible to the Deputy Executive Director and perform, among others, the following duties;
• Develop and implement the NSF4 Strategy to effectively achieve its objectives
•
Work closely with other NSFs and projects to ensure that each programme
strategy has a practical and appropriate evaluation plan that will
assist the Deputy Executive Director, the Executive Director and
project leaders to track progress using measures of effectiveness and
impact, learned from on-going operations and adjust strategies and
field activities for greater impact
• Work with the Deputy Executive
Director to facilitate evidence-based discussions about progress being
made against strategic milestones and derive lessons aimed at improving
strategies and field implementation
• Select, contract, monitor, guide and assess externally contracted evaluators
•
Identify relevant organizations, institutions, partners and agencies
for the collaboration of capacity development, strengthening and
implementation
• Assist FARA management in developing and
negotiating terms and conditions and Memoranda of Understanding for
collaboration with collaborating partners
• In collaboration with
the SROs, encourage mainstreaming the institutionalization of capacity
strengthening in agricultural research and extension within the
agricultural development programmes of African NARS;
• Develop investment proposals for the development of African Agricultural Research Capacity
• Coordinate the development of progress reports of NSF4
• Provide leadership vision of the programme and facilitate access to programme support
• Coordinate activities of the programme with the SROs and the participants
•
Provide FARA, the SROs and the NARS with information and support
necessary for the effective implementation of capacity development
programmes and achievement of their programme objectives
• Assure the appropriate use of data and other forms of evidence that can inform strategy and ongoing decision-making
•
Work with programme staff, grantees and other external partners to
facilitate the flow of information, evaluation and learning for maximum
impact
• Any other duties assigned by FARA management.
Required
PhD
or a Masters degree in agriculture, agricultural extension,
agricultural education or a related field. Preferable training and
experience in a mix of evaluation, economics and agriculture. Must
demonstrate deep knowledge of agricultural development in Africa.
Over
10 years working experience in building research and/or evaluation
capacity in complex organizations. Experience conducting or managing
multi-method programme and strategy evaluations; demonstrative
quantitative analytic skills; experience setting strategic priorities
for complex research and development organizations in dynamic
environment.

Mobilisation Networking Support Function 1. The Director will be

Required
PhD

the United Kingdom is seeking to recruit a Knowledge sharing Officer to lead the Climate Change Adaptation in Africa project or the AfricaAdapt project
The
AfricaAdapt project is a three-year project funded by IDRC and DFID.
The overall aim of the project is to ‘improve the livelihoods of
vulnerable people in Africa through increasing access to and use of
knowledge assets by all stakeholders on climate change adaptation’. By
linking with a variety of stakeholders, particularly those already
engaged in climate adaptation research, the project intends to create a
knowledge-sharing network of climate change adaptation actors across
Africa.
The Knowledge Sharing Officer will be
based at the FARA Secretariat in Accra, Ghana and will be responsible
to the Director for Access to Knowledge and Technologies Networking
Support Function two (NSF2). The officer will perform the following
duties;
> Network management
• Strengthen
communication between users of climate change model output (e.g.
decision makers, practitioners and researchers) and producers of data
(climate scientists);
• Facilitate the network’s knowledge sharing component (seeking information, persuading people to share, building trust);

Develop alliances and partnerships with knowledge generating,
information intermediary and representative organisations and partners
in Africa to collaborate, build on existing resources and deepen
sharing;
• Develop partnerships with AfricaAdapt Adaptive Stories
and Participatory Action Research programmes to understand demand from,
incentives and opportunities for collaboration with vulnerable people

Matchmaking relationships within the network, sending questions,

Job Summary
The
International Food Policy Research Institute (IFPRI) seeks a
Postdoctoral/Research Fellow for a two year, fixed-term, renewable
appointment for its International Service for National Agricultural
Research (ISNAR) division. The ISNAR division conducts research,
capacity strengthening and communications activities to advance
organizational, institutional and technological knowledge and

candidate will work with other senior researchers to meet the

The African caucus meeting on the theme: Collaborating for change was organized on 30 November 2008 during the CGIAR Annual General Meeting in Maputo, Mozambique. The aim was to gather advocates of change in African agricultural research for development, and to create public awareness amongst scientists, policy makers and civil society on various initiatives in Africa geared towards changing perceptions and approaches in ARD.

This competition is open to all young professionals (18-35 years) in sub-Saharan
Africa (SSA). It seeks to promote scientific excellence and recognize and reward
outstanding young professionals who are undertaking innovative research,
technology development or agriculture related activities and communicating
the outputs (knowledge, technologies and approaches) to improve agricultural
performance in SSA.
Who can participate?
Young nationals of SSA are encouraged to participate. Individual and group
entries will be accepted. Entries should demonstrate effective partnerships and
combination of skills and/or engagement with peers and or rural communities.
The role and contribution of the young professional(s) must be clearly
demonstrated in group submissions.
What is the scope?
Entries can include any science, technology and innovation (ST&I) related
activity undertaken within the last five years that shows measurable impact
(potential or demonstrated) on agricultural development or rural livelihoods of
African communities. Entries should include communication strategies and tools
used to disseminate scientific findings, technologies, new knowledge or
approaches.
Guidelines
Entrants must submit a two-page (A4) abstract (1500 – 2000 words) that clearly
details the successful ST&I project including the objectives, methodology, results,
conclusion, information and communication strategy, and impact on
agricultural development and /or livelihoods of rural communities. Entries must
include full contact details; name, mailing address, telephone and fax numbers
and e-mail address on submissions. Abstracts should be e-mailed to
info@atpsnet.org and copied to laduke@atpsnet.org. The deadline for
submission is August 15, 2008. Abstracts received after the deadline will not be
considered.
Evaluation and announcement of winners
Abstracts will be evaluated by a panel of experts including scientists, gender and
information and communication technologies (ICT) experts. Successful entrants
will be invited to submit full papers of not more than 4 – 6 pages by September
30, 2008 in keeping with competition guidelines. Only those young professionals
who have submitted full papers by September 30, 2008 will be invited to attend
the Ministerial Meeting on Higher Education, which will be held in Lusaka, Zambia
October 22-31, 2008. The winners will be announced and prizes awarded at the
Ministerial Forum.

CGIAR
The
Consultative Group on International Agricultural Research (CGIAR) and
the Forum for Agricultural Research in Africa (FARA) are pleased to
announce a joint Award for Excellence in Agricultural Science
Journalism in Africa.
An Award each will be given for an
outstanding print article and an outstanding broadcast story. Each of
the two Awards carries a cash value of US$ 5,000 and will be presented
to the winners at the CGIAR Annual General Meeting in Maputo,
Mozambique on December 2nd, 2008.
The Awards will recognize
journalists whose work has most effectively communicated agricultural
science issues to the general African public. The Award is open to any
African national who is a print or broadcast journalist actively
reporting for the general public in Africa. Both individual and team
entries are welcome. The prize however remains the same for both
individual and team entries. The work submitted must be recent, having
been published or broadcast between January 1, 2007 and June 30, 2008.
To
apply for the FARA-CGIAR Award for Excellence in Agricultural
Journalism in Africa, download and complete the entry form and submit
together with only one published or broadcast story. Entries in

Call for funding
Second RIU Call for Proposals - Innovation Challenge Fund: Phase 2 Africa
The purpose
of the African Innovation Challenge Fund (African ICF) is to provide
financial support to teams so they can take promising research, funded
by DFID, to the next stage of use. The selected initiatives will
contribute to RIU’s purpose by delivering significant use of RNRRS and
other natural resources research outputs for the benefit (direct or
indirect) of poor men and women in different contexts.
The
first RIU call issued in 2007 focused on target countries in S and S.E.
Asia (India, Bangladesh, Nepal, Cambodia, Vietnam) and the response
demonstrated that there were many entry points for scaling up RNRRS
research knowledge. However the subsequent lesson learning study on the
Asian challenge fund process indicated that, the scope of the call may
have been too broad, creating wide expectations which the challenge
fund was unable to fulfill. The RIU management team have therefore
decided to focus the Africa call on two key elements which we feel are
critical in getting research into use and from which lessons can be
drawn for decision makers. These two elements are 1) novel communication methods and 2) public-private partnerships
which can stimulate the use of natural resource technologies and
processes produced by DFID research activities for the benefit of large
numbers of people.

The RIU Innovation Challenge Fund Africa will focus
on the following countries in sub Saharan Africa: Ghana, Nigeria,
Democratic Republic of Congo, Ethiopia, Kenya, Uganda, S.Africa plus
three Francophone countries- Senegal, Mali and Niger (Total 10 countries).
Other
countries in Africa e.g. Rwanda, Sierra Leone, Tanzania, Zambia, Malawi
and Nigeria are involved in RIU country programmes under another RIU
component –component 1.2- Enhancing Demand. To avoid duplication of
effort these six countries are not the primary focus of the African
ICF. They may be considered for funding where regional initiatives
exist but we stress that in this call we wish to focus on the ten
countries which have been highlighted above.

The Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) is
an organisation set up to support graduate training and agricultural research in African
universities. RUFORUM also serves to integrate universities into national agricultural
innovation systems and broad development agenda. RUFORUM operates in seven
countries namely, Kenya, Malawi, Mozambique, Tanzania, Uganda, Zambia and
Zimbabwe, but plans to expand to more countries in the eastern, central and southern
Africa region. Through RUFORUM support, faculty members are able to conduct applied
and adaptive research in collaboration with other scientists in national and international
research institutions. The research component, of necessity, must involve training of
graduate students.
RUFORUM wishes to recruit competent persons to work with a team of regional experts
at its regional office in Kampala, Uganda for renewal contracts of 3-4 years. Such
persons should be highly motivated, able to work long hours with minimal supervision.
The Administrative Assistant will assist the Finance and Administration Officer to handle
day to day administration of the RUFORUM Secretariat, including facilitating travel and
meeting arrangements for RUFORUM activities. Experience of working in a similar
position for at least three years is required. The candidate should possess a degree in
management and administration (or related qualification).
The Programme Assistants will assist three Programme Officers with the day to day
running of their programmes (see www.ruforum.org for their job descriptions), and also
handle other duties as may be assigned to them. Assistants are needed to work with the
following officers:
Planning and Grants: Applicants with adequate knowledge of grant making or M&E are
preferred. An MA or MSc degree is needed.
Training & Quality Assurance: Experience of working in an organisation setting is
needed, especially of tracking project activities and preparing reports. An MA or MSc
degree is needed.
Information and Communication: A postgraduate degree in a related field is needed,
with at least 3 years of work experience, especially working with an NGO in community
development programmes. He/She should have experience of knowledge management,
particularly dealing with communities, policy makers and researchers, both local and
international.
He/ She should have at least a Diploma in accounting and will work with the Finance and
Administration Officer to prepare books of accounts and financial reports. At least 2
years work experience needed.

General:
The Africa-based, globally networked International Livestock Research
Institute (ILRI) helps reduce poverty, hunger and environmental
degradation by enhancing animal agriculture in developing countries.
ILRI positions its work at the dynamic interface of poverty alleviation
and sustainable livestock livelihoods. Our staff works in partnerships
and alliances with hundreds of organisations in developed and
developing countries, including some of the finest universities and
research institutions in the world. ILRI also hosts Biosciences eastern
and central Africa (BecA) a new centre for excellence in modern plant
and animal biology in Africa. It consists of a Hub based on the ILRI
campus in Nairobi, Kenya and a network of regional nodes and other
affiliated laboratories and organizations throughout the region. BecA
facilitates, hosts and conducts research in crop, microbe and livestock
research areas where new developments in science offer promise to
address previously intractable problems constraining Africa’s
development. Capacity building is a major goal of all activities. The
scope covers agriculture and food security and their intersections with
human health and nutrition, and the sustainable use of Africa’s natural

The Position: In hosting the
BecA Hub on a shared research platform, ILRI seeks to recruit a Plant
Biosciences Research Scientist (PBRS) to facilitate plant biotechnology
research and capacity building through strategic planning, technical
coordination, implementation and monitoring of plant biotechnology
research projects within the BecA hub. This is an international
appointment reporting to the Platform Research Director.
Specific responsibilities include:

Facilitate crop biotechnology research and capacity building for
regional research organisations by: managing new plant research
projects at the BecA hub from conceptualization through to development
and successful completion in collaboration with regional scientists;
mentoring, coaching and supervising graduate students and scientists;

courses; developing and fostering close relationships and linkages with

2. Position: Postdoctoral Scientist in Natural Resource Management in crop-livestock systems
The Secretariat of
the Forum for Agricultural Research in Africa (FARA), the Neuchâtel
Initiative (NI),the African Forum for Agricultural Advisory Services
(AFAAS) and the Agricultural Advisory Services (AAS) stakeholders are
organizing a consultative meeting from 9th – 11th June 2008 at the FARA
secretariat in Accra, Ghana. The NI is a body of Agric Advisory
Practitioners in Europe and America.
The general goal of this
partnership platform is to explore programs that a FARA/NI/AFAAS
partnership could undertake in improving Agric Advisory Services in
Africa. The program will be developed following extensive
consultations leading to the development of a proposal to be presented
for funding at the donors meeting in December. This Accra meeting is
the first in the series and will entail a closed discussion between
FARA, NI, AFAAS and Representatives of Regional Farmers Organizations
in the first two days. On the third day, product of the first two days
of meeting will be shared with about 15 more participants to be drawn
from among stakeholders in the Agric Advisory Services in Ghana. The
final product from this three day consultations will be further refined
through further in-country consultations that will take place in
specific countries in Africa.

FARA is the apex organization for agricultural research for development in Africa. The FARA Secretariat is the lead institution for pillar IV of NEPAD’s Comprehensive Africa Agriculture Development Programme (CAADP) which encompasses agricultural research and technology dissemination and adoption. FARA works closely with the sub-regional organisations (SROs) and the national agricultural research and extension systems to ensure effective implementation of CAADP activities.
FARA’s mission is to create broad-based improvements in agricultural productivity, competitiveness and markets by supporting Africa’s sub-regional organisations in strengthening capacity for agricultural innovation. FARA aims to achieve this through five key results i.e. the establishment of appropriate institutional and organisational arrangements for regional agricultural research and development, ensuring that broad-based stakeholders have access to the knowledge and technology necessary for innovation, the development of strategic decision making options for policy, institutions and markets, the development of human and institutional capacity for innovation and ensuring that platforms for agricultural innovation are supported.
FARA aims to deliver the above five results through the following five networking support functions;
1. Advocacy and resource mobilisation – will support the SROs and their NARSs in establishing appropriate institutional and organizational arrangements (Including a conducive policy, research infrastructure and financial environment) for regional agricultural research and development.
2. Access to knowledge and technologies – will empower researchers and end users through access to information, learning opportunities, and new technologies. This will be achieved through mechanisms for information exchange, decision making tools for transformation of information into knowledge for innovation, and mechanisms for exchange of technology-based innovations between sub-regions.
3. Regional policies and markets – will promote and facilitate policy analyses and market research. This provides policy makers, particularly at the continental ministerial level, with research based options. It also provides information that will empower Africa’s delegates in international trade and environmental treaty negotiations, and improve broad-based inter and intra-regional markets.
4. Capacity strengthening – will ensure that Africa has the human and institutional capacity, public and private, to achieve improved broad-based agricultural productivity, competitiveness and markets which will contribute to achieving the African Vision of 6% percent annual growth in agricultural production.
5. Partnerships and strategic alliances –will catalyse and facilitate the establishment of partnerships that bring together the range of expertise and sufficient capacities to achieve FARA’s Specific Objective. These partnerships will be able to draw on all FARA stakeholders, African and non-African, depending on the task at hand. They will create the capacity for agricultural innovation that, linked with the other supporting functions, will bring about the improvements in the efficacy and impact of African agricultural research and development.
Each of the five networking support functions have identified and will continue to identify key time bound activities that will help in achieving FARA’s mission and objectives.

Specific Duties and Responsibilities;
Specific responsibilities will include, but not be limited to, the following:

2. ADVOCACY AND RESOURCE MOBILISATION DIRECTOR - Ref: FARA/adv/ARMD/08
Translation of CAADP Pillar IV into practical action and investment requires a concerted effort to build a constituency and ownership (advocacy) and mobilize resources. This function complements the other Networking Support Functions in addressing the priorities and targets linked to CAADP, including institutional reform that promotes excellence and growth. The aim of establishing a strong advocacy and resource mobilisation unit is to enhance FARA’s capacity to provide the sub-regional organisations (SROs) and their NARS with the appropriate advocacy and resource mobilization support to contribute to the achievement of FARA’s Specific Objective, supporting the attainment of the CAADP Pillar IV Goal. It is for this reason that FARA is seeking to recruit an Advocacy and Resource Mobilisation Director who will be responsible to the Deputy Executive Director and perform among others, the following duties;
• Develop and implement a strategy for advocacy and resource mobilization for FARA and its Secretariat.
• Maintain up-to-date knowledge of the most recent trends and emerging advocacy and institutional issues that affect African agriculture in general, and the poor and vulnerable food producers and consumers in particular;

3. PROGRAMME OFFICER - CAPACITY STRENGHTENING - Ref: FARA/adv/POCS/08
There are capacity strengthening needs in almost all agricultural research and development activities. FARA’s assessment of National Agricultural Research Systems (NARS) capacities revealed weaknesses in science and research management. The loss of human capital due to emigration and the effects of HIV/AIDS in Africa must also be mitigated. If this is not done it will constrain investments and reforms of agricultural research and development in Africa. Agricultural research and advisory services require immediate strengthening to be able to perform effectively. This need necessitate the recruitment of a Programme Officer for FARA’s Capacity Strengthening NSF4. The Programme Officer will be responsible to the Capacity Strengthening Coordinator and perform the following duties, among others.
• Work with the Capacity Strengthening Coordinator in overseeing the development and implementation of the SCARDA programme and its components;
• Liaise with and coordinate the work of sub regional focal persons in advancing the implementation of SCARDA activities;
• Collaborate with the SROs to liaise with and support the institutions collaborating in SCARDA implementation;
• Collaborate with SROs in encouraging mainstreaming and institutionalisation of the approaches to capacity strengthening adopted by SCARDA

4. MONITORING & EVALUATION SPECIALIST - Ref: FARA/adv/ME/08
The FARA Secretariat is committed to providing value for any and all funds made available to it from whatever source. To meet this commitment the FARA Secretariat requires a sound monitoring and evaluation system which will provide evidence-based reports and assessments of the Secretariat’s progress and achievements in meeting its goals and objectives as stated in its Medium Term and Operational Plans and programme documents. FARA as the Lead Institution for Pillar IV NEPAD’s Comprehensive Africa Agriculture Programme (CAADP) which encompasses agricultural research and technology development and dissemination has a responsibility to advocate compliance with the Framework for African Agricultural Research (FAAP). This requires a tailored M&E system which is interlinked with those of other parties engaged in implementing CAADP. S/he who will be responsible to the Deputy Executive Director and perform the following duties among others;
• Develop and implement M&E systems for the FARA Secretariat and its regional programs/projects.
• Develop with partners an M&E system for tracking and evaluating compliance with the Framework for African Agricultural Productivity.
• Work closely with NSF Directors and Project Leaders to ensure that each regional program strategy has a practical and appropriate monitoring and evaluation system that can be implemented by all concerned partners and/or stakeholders.
• Serve as liaison between the FARA Secretariat and M&E counterparts in partner organizations to assure coherence of data collection and reporting requirements.

S/he must demonstrate a sound knowledge of agricultural development in Africa. 5. TECHNICAL ASSISTANT TO THE EXECUTIVE DIRECTOR - Ref: FARA/adv/TAED/08
Reporting to the Executive Director (ED), the Technical advisor will assist him by conducting background research required for the preparation of constant stream of papers and presentations that he has to make on a wide range of issues affecting African Agricultural research and development. The primary source of information will be the knowledge hub established by the Networking Support Functions. Specific duties and responsibilities include, but not limited to, the following;
• Advise the ED on strategic issues, aimed at ensuring coordination and deriving synergy and collaboration from all FARA stakeholders such as the SROs, NARS and other research partners, both within and outside Africa.
• Work closely with the ED and NSF1 Director, the Communications and Public Awareness Specialist to identify, develop and implement funding and supporting opportunities, plans and mechanisms from a wide range of private and public funding agencies, to ensure sustained support for FARA

PART-TIME POSITION ANNOUNCEMENT: Regional Resource Persons
The Policy Analysis and Advocacy Programme (PAAP) of the Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) is seeking Regional Resource Persons (RRPs) for the project on “Rationalization, harmonization and advocacy of policies and regulations”. This project brings together four modules (rationale and expected outputs of the project are available at websites listed below) that are expected to deliver outputs in four common result areas:
1. development and pilot testing of appropriate policy implementation instruments
2. facilitation of advocacy for appropriate policy implementation
3. analysis and documentation of policy changes and implementation processes and
4. assessment of outcomes and impacts of policy changes
Activities in these modules were initiated in an earlier phase under the Eastern and Central Africa Programme for Agricultural Policy Analysis (ECAPAPA), but have been revised to reflect on the desired outputs of PAAP and aspirations of ASARECA’s Strategic Plan 2007-2016. The ASARECA strategy aims to contribute to the Comprehensive Africa Agriculture Development Programme (CAADP) under the guidance of the Framework for African Agricultural Productivity (FAAP).
The RRP positions are required for the modules on: informal dairy sector, seeds and fertilizer, and root crops (cassava and potato). The terms of reference for this position are to deliver the four results areas through: implementation of the existing project proposal; drawing terms of reference for the National Resource Persons (NRPs) and backstopping their field activities; analysing and synthesizing of results from NRPs to draw policy options for implementation; organizing and facilitating regional dialogue and advocacy fora; developing plans for implementation of the recommendations of the project; and analysing options for influencing policy processes and assessing impacts of policy changes. This will be done in close consultation with the manager PAAP.
The suitable candidate should be dynamic with a distinguished record of scholarship to command respect from multi-disciplinary experts who will be working under him/her as national resource persons (NRPs) to be drawn from the National Agricultural Research System (NARS) in eastern and central Africa. He/she should have an all-round understanding of the sub-sector in question, policies, laws and regulations in the countries of eastern and central Africa, and key elements in relation to national, intra and inter-regional trade. He/she should be a good communicator, leader and team player.
Minimum qualifications are an MSc in Agricultural Economics/Policy Analysis or related field with not less than five years of experience in cross country sub-sector studies and trade. Previous experience in undertaking similar or related studies that have been well rated and proved useful will be an added advantage.
The RRP will be engaged intermittently for a period of about 50 working days in a year and will be remunerated at regionally competitive honorarium rates. Extension of the contract will depend on performance and availability of funds.

SLARI is an independent agricultural research and technology generating body established by an Act of the Sierra Leone Parliament, for the benefit of the farming, fishing and forestry sector.

The Partnership
- World Vision International and the Food, Agriculture and Natural
Resources Policy Analysis Network (FANRPAN) have launched a joint
project to enhance the quality of the design, implementation,
monitoring and evaluation of relief and development programmes in World
Vision sites. The pilot phase of the project launched in Mbabane,
Swaziland on 29 May 2008, will be implemented in Lesotho, Swaziland and
Zimbabwe over a two year period. Implementation of the project will
incorporate rural communities and technical experts from World Vision,
FANRPAN and national universities.
The Challenge - The
task of ensuring food security for the world’s growing population in
the face of declining global food resources is daunting and requires
efficient and objective relief food programming and targeting that will
ensure that the little food available goes where it is needed most.
While the role of food aid in responding to the “new emerging face of
hunger” is not optional, it is critical to explore medium and long term

The Tool
- A statistical index developed by FANRPAN – the Household
Vulnerability Index (FANRPAN-HVI), introduces an objective basis for
beneficiary selection and programme design in both relief and
development interventions. The index quantifies vulnerability in
households as a result of factors which may be internal, such as human
and livelihood assets; and/or external, as a result of HIV/AIDS and
other diseases, climate changes, the macro-economy, and others. The
FANRPAN-HVI enables the categorisation of vulnerable households into
three levels (1) Emergency – needing prolonged welfare support, (2)
Acute – those in desperate need of short term welfare and development
support and (3) Coping - needing development support. The tool uses a
livelihoods approach and enables communities to participate in data
collation and analysis. The FANRPAN-HVI was developed with support from
the European Union (EU) through the Southern African Development
Community (2003 – 6) and field tested with support from the Southern
African Trust (2007).
FANRPAN-HVI for Food Aid - The
index enables the effective targeting of households thereby ensuring
that the little food available goes only to those households that need
it most.
FANRPAN-HVI for Development Programming - The
index allows for the identification of the source of vulnerability
within a household thereby making it possible to come up with
intervention programmes that are specific to the identified problems.
FANRPAN-HVI for Policy Analysis and Advocacy
- The tool creates opportunities for policy advocacy. World Vision will
be able to convert its many years of field-level presence into a robust
and dynamic grassroots’ livelihoods database. With appropriate
analysis, World Vision will be able to generate and package compelling
evidence for policy advocacy. Evidence generated from the pilot sites
will be shared at the FANRPAN national multi-stakeholder dialogue
platforms, with the synthesis from the three countries shared with
senior policy makers through the SADC, COMESA and AU-NEPAD platforms.
FANRPAN-HVI for tracking impact
- This HVI database will provide World Vision with quality baseline and
longitudinal data for measuring and tracking the impact of its
interventions.

Agricultural Research and Development (AWARD) program offers specially
tailored 2-year career development fellowships, available at three
levels: post-Bachelors, post-Masters and post-PhD. African women from
