The African Union Commission and the African Union New Partnership for Africa’s Development (AU-NEPAD) has mandated FARA to serve as the lead institution for the Comprehensive Africa Agriculture Development Programme (CAADP) Pillar IV- which is responsible for agricultural research, technology dissemination and adoption with capacity strengthening as a cross-cutting issue.
The West African Agricultural Productivity Programme is a regional initiative. The objective of the (WAAPP) Support Project is to generate and disseminate improved technologies in the participating countries' top priority areas that are aligned with the region's top priorities, as identified by Central Africa Counsel for Agricultural Research (CORAF). These include roots and tubers in Ghana; rice in Mali; and cereals in Senegal.
The SADC Multi-country Agricultural Productivity Programme (SADC MAPP) is a 15-year programme which was prepared in 2008 to implement Pillar 4 of NEPAD’s Comprehensive Africa Agriculture Development Programme (CAADP). The goal of SADC MAPP is to sustainably reduce the food insecurity and poverty in the SADC region, while the objective is to increase smallholder productivity through adoption of improved agricultural technologies and improved husbandry and marketing practices. The Programme will achieve this through development of market-oriented technologies, and promotion of information dissemination and training mechanisms and production practices that will lead to:
· increased rate of growth of the agricultural sector in the SADC region and improved livelihoods of the rural population, thereby contributing to the MDG of a 6 per cent average annual rate of growth of agricultural GDP by 2015; and
· increased productivity of smallholder crop and livestock enterprises in the SADC region, thereby reducing the proportion of poor households among the rural population
The formulation and preparation of SADC MAPP was guided by the Framework for African Agricultural Productivity (FAAP) developed by the Forum for Agricultural Research in Africa (FARA), and taking into account the research and development (R&D) policies and strategies of the SADC region. In line with the FAAP principles, SADC MAPP was designed to promote interventions that (i) enhance incremental benefits, (ii) apply the principle of subsidiarity, (iii) promote pluralism, (iv) enhance partnerships and (v) harmonization and alignment of donor assistance.
Progress in the implementation of the SADC MAPP
SADC MAPP was approved by Council in August 2008. During the preparation of the programme, all stakeholders in the region strongly recommended that appropriate steps needed to be taken so that the region does not lose the momentum which had been generated during the preparation and consultation process. Consequently, the 14-month SADC MAPP Pre-Implementation Phase (PIP) was launched in August 2008 in order to achieve an uninterrupted process towards the launch of SADC MAPP and the new SRO (CARDESA). CARDESA will coordinate the implementation of SADC MAPP and, subsequently, all agricultural R&D programmes in the region.

The East Africa Agricultural Productivity Program (EAAPP) is a regional initiative developed by ASARECA that would invest in regional approaches to agricultural research through supporting the strengthening and scaling up of four centers of excellence (CoEs) in East African agricultural research – cassava research with the National Agricultural Research Organisation in Uganda; rice research with the Ministry of Agriculture in Tanzania; wheat research with the Ethiopian Institute for Agricultural Research in Ethiopia; and dairy research with the Kenyan Agricultural Research Institute. In addition, the EAAPP would support the rapid multiplication of seed for several selected improved varieties in each of these research areas for distribution to farmers – this to provide near-term response to the food insecurity plaguing East Africa at this time.
CAADP Pillar IV Expert Reference Group in CORAF/WECARD region
The FARA Secretariat provides its leadership through the Pillar IV Expert Reference Group (ERG) which is comprised of designated staff of each of the four SROs, a designated staff from the NARS of each country that is committed to the CAADP roundtable processes and is developing national agricultural productivity programmes (APPs).
The ERG will also have members drawn from amongst those responsible for agricultural research and capacity strengthening in the RECs that are developing multi-country agricultural productivity programmes (MAPPS).
The agricultural specialized agencies of the African Union Commission such as AU-IBAR, AU-SAFGRAD and the Inter-African Phytosanitary Council, the UN-ECA and regional agricultural research institution such as CILSS, ITC and the IARCs will designate individuals to be informed observers so that they can align their programmes with national and regional priorities and modes and know when they are best placed to contribute to the national and multi-country agricultural productivity programmes.
