Framework for African Agricultural Productivity (FAAP)

FARA developed the Framework for African Agricultural Productivity (FAAP) to guide the implementation of CAADP Pillar IV.  FAAP is the product of extensive consultations among diverse FARA stakeholders at different levels in Africa and was endorsed by the African Heads of States and Governments at the African Union Summit in Banjul in 2006. FAAP recognizes that African government ministries and regional economic bodies should ensure that existing and future programmes on agricultural productivity are aligned to its principles. 

The FAAP provides guidelines on how to approach this responsibility, placing farmers at the core of the agricultural research, technology dissemination and adoption agenda.  The FAAP recognizes that ‘effectiveness of agricultural technology generation and dissemination institutions depends crucially on relevance and responsiveness to farmer needs’. It articulates what stakeholders see as the principal elements for improving agricultural productivity, profitability and sustainability through innovation and recommends: (i) institutional reform, including the efficient use of resources for activities that are most likely to achieve productivity increases; (ii) increasing total investment; and (ii) harmonizing funding.  It states that implementation of these recommendations are time and location specific and must be determined by country and by case.
