Finalising the UniBRAIN M&E system will be an important component in developing the revised UniBRAIN Programme Document for submission to Danida.
In this context it should be noted that FARA has adopted a Results Based Management (RBM) approach that is intended to be applied to all its activities including UniBRAIN.
RBM is defined as a life-cycle approach to management that integrates strategy, people, resources, processes and measurements to improve decision making, transparency and accountability. This report explains the RBM logic model as a bottom-up (pyramidal) scheme in which inputs are invested by the organization, which then implements activities to generate outputs. Specifically, it identifies capacities that impact the organization’s performance and create change.
The attached report indicates how workshop participants practiced stakeholder analysis using appropriate diagrams after discussing the possible causes and the context that induce investment. The analysis of the expected change and expected results were provided to explain the result chain according to the logic model. The need to measure the changes led to the use of indicators. An indicator is defined as a pointer that helps to measure changes in a situation or condition over time. A checklist was provided for selecting appropriate indicators to measure change. The list consisted of nine checks:
The Performance Measurement Framework (PMF) was presented as a plan to systematically collect relevant data over the lifetime of an investment to assess and demonstrate the progress made in achieving results. This will inform UniBRAIN's M&E system.
